Regarding cores, on my nodes where it matters I set NUM_CPUS in the
condor_config.local for those nodes. For example, if I have a 4 core
node and I want to keep 1 core away from Condor I set NUM_CPUS=3 on that
node.

Memory management is something I leave to the OS kernel. It will do a
much better job of managing memory than I ever could. I would step in
only if resource starvation makes manual tuning a necessity.
