I thought using both a submit file and a condor_ssh_to_job was a bit complicated and
ended up writing an expect script to do it:

#!/usr/bin/expect -f

set timeout -1
spawn condor_submit -interactive
expect -exact "Welcome to"
send -- "exec xeyes\r"
