Hi Mike

One way to accomplish this is by setting a STARTD attribute on machines in your pool. For example you could set Pool=STSI on all your machines. Then in a submit file you could set Requirements = (Pool != "STSI") to force jobs to flock. 

Similarly if you have access to the other pools you can set attributes on those machines they you affirmatively require in your submit files.

Are flocking settings expressly global (in that they apply uniformly to all jobs) or can it be made job-specific? Can one set flocking settings at the job level so that certain specific jobs are allowed to flock outside of the local pool, while others must execute in the local pool?
