Each condor job also has a copy of this, and the values within are all 1

cat /sys/fs/cgroup/htcondor/memory.use_hierarchy
/sys/fs/cgroup does not exist (just ext4 and fuse)  The kernel here is either 2.6.32-573.12.1 or 2.6.32-504.8.1, and it is not there in either instance.

It is probably mounted on /cgroup instead of /sys/fs/cgroup.
