[HTCondor-users] Support For BOINC Submission

Hi,

Recently we have be testing the submission of jobs to BOINC from 
HTCondor using the boinc_gahp. It seems to work fine but the jobs were 
reported as idle while they were in fact in progress. The following pull 
request addresses this issue and it would be great if it could be 
considered for the next release.
