You can get 8.2.10 from the "previous" repository:
    https://research.cs.wisc.edu/htcondor/yum/repo.d/htcondor-previous-rhel5.repo

This release (8.2.10) of software is totally unsupported at this time.

Thank you for pointing out the misleading repo files. I will clean up the older rhel5 entries that should not be there.
