That did it... but you say "The host that is running condor_userprio..." what host need to be running condor_userprio? Central Manager or Submit? Mine are one in the same right now.

This looks like a plain security issue. The host that is running condor_userprio needs to be in the ALLOW_ADMINISTRATOR list on the central manager machine. I bet it isn't.
