FWIW I went back to Todd's recipe for delaying the start: policy-wise I
much prefer to not start a job, rather than start it just to kill it
some(*) time later. It appears to be working fine, at least for one job
that's landed here since I changed the configs.

(*) Highly configurable with umpteen different knobs affecting various
stages of killing
