Check to make sure that the /ligo/home/ligo.org/bryce.cousins/workflows/singularity_condor path exists within the container's filesystem image. The NSFOD error may be referring to the interior of the container, rather than the host machine. Or at least confirm that an empty /ligo/home/ligo.org directory exists inside. The bind mount requires that the target mountpoint already exists within the container.
