Greg,
Just wanted to update you that I have configured the PRIORITY_HALFLIFE to a very high value (It will never happen).

The priority is working is expected.
There is no history involved here and it's working with group quota as well.

Unfortunately that does not happening.
Even while reducing the negotiating cycle to 1 second and  changing the job to random 30 to 60 seconds.

What do you think about static effective priorities? At first it sounds like a bad idea but it is possible with setting PRIORITY_HALFLIFE to infinity and configure the priority manually.
How preemption will happen with static configuration?

I think if you set your PRIORITY_HALFLIFE to 1 you'll see it reach equilibrium a lot faster.

Hi David,

what does the current condor_userpriority values look like for the two
users?
Ideally User two should have a smaller value, i.e., higher priority, so
that it would preferred during the next negotiations.
