Colin,

I've further tried to nail this down. I'm enabling the parameter, but the
files aren't being encrypted in my Windows 2000 machines. They are being
encrypted properly on XP machines.

The setting you want is 

ENCRYPT_EXECUTE_DIRECTORY = True

Also note that with EFS, you can do a 'dir' on an encrypted directory, but
if you try to read any of the files, the read fails (unless you're the user
that encrypted the files).
