it's not in the condor_config file that we ship with condor since most people
never need to change it.  i just noticed this doesn't appear in our manual
either.  but condor will honor it if you add it to the config file yourself.

these are the default values that condor will use when nothing appears in the
config file.  

sorry about the confusion.  we'll update the manual as well.
