I'm using 6.4.7, which doesn't mention that setting.  It appears for the first time in the 6.5.5 manual.  I tried it anyway, but it had no effect.

Actually, don't forget to make sure that
   when_to_transfer_output = ON_EXIT_OR_EVICT

According to Condor's manual this is the setting you want.
