You should better set SUSPEND to False. However, I'm not even sure you are happy with these settings, since they create a dedicated machine, which runs jobs regardless of whether someone is using the machine.

Try adding
START=True
or to either /etc/condor/condor_config or /usr/local/condor/local.sh646/condor_config.local. May be this helps to troubleshoot the issue...

log above, bit I don't know how to rectify it or why it is
