Adding $(FULL_HOSTNAME) to the HOSTALLOW_ADMINISTRATOR did the trick. 

It would help if Condor's error messages were a little bit more elaborate -
"PERMISSION DENIED to unknown user from host ..." sounds too vague:
it would be much clearer if it read say "HOST Administration DENIED to the
user "dummy"...
