Running condor_reconfig on the central manager will not disturb any 
existing jobs.  You could also run the following command to verify that 
PREEMPTION_REQUIREMENTS is what you think it should be:

condor_config_val  -negotiator PREEMPTION_REQUIREMENTS

The bug fixed in 6.6.3 that was fixed in 6.6.4 affects only Windows 
2000.  If you are running Windows 2000, you should definitely upgrade.  
Otherwise, there is no need to upgrade.
