Purely administrator preference,  

The HTCondor packaging for Linux will tend to use config.d since that allows various sub-packages to drop their package config files without colliding with each other. 

The HTCondor config system will always read both LOCAL_CONFIG_DIR and LOCAL_CONFIG_FILE if both are configured.

Is choosing between using LOCAL_CONFIG_DIR or LOCAL_CONFIG_FILE strictly a matter of administrative preference? Is there anything that can be configure in one that can’t be configured in the other?
