The ClassAd user list is the wrong list--this list just focuses on ClassAds, not on Condor. You want the condor-users mailing list.

I don't think GSI is supported on Windows, but I'm no 100% certain. I only found an oblique reference to it in the manual, but I suspect it's wrong.
