You might want to refresh your browser cache. I added the new tarball to 
http://www.cs.wisc.edu/gems/distribute/ this morning.

Compatibility with gcc 4.x would require Virtutech to release a version 
of Simics that works with a new version of glibc. Thus, I cannot comment 
on when this combination might be possible.
