[Condor-users] job requirements

Hello,

Some of the jobs are sitting in the "I" state forever.
I ran condor_q -analyze and I got this:

but the condor submit file has not Requierements!!!
This seems to be happening for one specific user.
Any idea what's going on?
I'm running Condor-6.6.6 in a Linux cluster.
