Yes.  And if the job gets suspended, that doesn't count toward its total 
allotted time.

However, since this is an arbitrary ClassAd expression, you can get 
clever and make it evaluate just about however you want--subtract 
suspend time, add in time from previous runs, or whatever.  It's not 
intended to be used that way, but the ability to abuse a feature is 
itself a feature.
