Hi,

I had similar experience on Windows CCS beta yesterday, with 6.7.14.
setting D_FULLDEBUG  to MASTER_DEBUG revealed that
the Master was retrying something called 'get_CurrentProfile',
(my guess is it is related to firewall setup).
the Master gave up after 60 time (the default) retry,
started up other daemons.

I'm not sure it is the case, but setting up the D_FULLDEBUG
might show you some hint.
