Just add 'ADD_WINDOWS_FIREWALL_EXCEPTION = FALSE' to your
condor_config.local and the error will go away.  Everything will also start
faster.

I get this every time my master starts - I think it is because I am
not running the windows firewall (so it is not a good thing but no
need to worry)
