I am already using 6.7.7.  Does 6.7.7 allow a wider range of priorities?  If so, condor_prio doesn't seem to allow setting the priority outside the -20 to 20 range.

upgrade to 6.7.6 (see http://www.cs.wisc.edu/condor/manual/v6.7.7)

In the interim without a very complex and extrely error prone external
system massaging the priorities at runtime no.

Something using job RANK could be done but this would behave very
differently with regard to preemption than user ranking
