Thanks, that was the important hint for me, now I found a solution for this
problem.

You have to open the registry key
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Condor".
Now add a Multi-String Value and name it DependOnService. Edit this value
and add SharedAccess Netman. (You have to press Enter after SharedAccess, so
that the two services are on two seperate lines). Now there should be a new
line in the key: 

Name                 Type              Data
DependOnService      REG_MULTI_SZ      Netman SharedAccess
