Excellent news! Also if we change the priority of the main dagman job would it
also affect the jobs of the DAG?

I'm hoping it can.

This does not work at all on windows. ( Never did since 6.5.x) This
might be a clue...

This is indeed the crux of the problem.

I am going to attempt to fix this for the next release.
