So, I got a different error message now :). I fixed the test file too
adding quotes around the string. Now I have 

STARTD_CRON_NAME = HAWKEYE
HAWKEYE_JOBLIST = NWS
HAWKEYE_NWS_EXECUTABLE = "/bin/cat"
HAWKEYE_NWS_ARGS = "/home/graziano/test"
HAWKEYE_NWS_MODE = "period"
HAWKEYE_NWS_PERIOD = "60s"

and I got 

2/6 17:05:03 CronMgr: Invalid job period found for job 'NWS' ("60s"): skipping
2/6 17:05:03 CronMgr: Unknown job mode for 'NWS'
2/6 17:05:03 Cron: Can't create job for 'NWS'

which mode and period should I use?
