Hi Andrew,
as far as I know hese are the possible checks:

- on the client (submit host)
 * check the configuration/environment to se if it is enabled
 * check the sub file to see if there is anything blocking the gridmontor
* check the gridmanager log file to see all the interactions and if gridmonitor is started and works

- on the server:
 * check the processes belonging to the user:
  * check for the gridmonitor process running
* check for the gram jobmanager processes (that hsould not be there - not one for job)
  * check for the gridmanager perl scripts
 * probably check some log file but I don't know which
* check netstat to see where requests are coming from: there should be 1 gram job manager per user per site

Incomplete, but it is a start. This is what I used.
