A quick look at the 6.6.11 code indicates that at least in that stream
on windows there is no granularity to the renice - you are either IDLE
(Low) or the default.

Try setting this to 0 instead (this is special cased in the code) but
you will likely get the same priority as the parent process (at least
a step up to Normal)

viewed under taskman. But they're all Low priority . Is that a bug? Is

better: High)? These are dedicated machines so they're always running
jobs and not cycle stealing.
