[Condor-users] submitter resource limit

Hello,

How can I control and/or reset the "submitter resource limit"?

The NegotiatorLog shows lines such as

Reached submitter resource limit: 1 ... stopping

Over submitter resource limit (0) ... only consider startd rank

And the numbers (1, 0, etc.) change. How are they updated?
