Condor specifies Arch to be the same as the submit machine UNLESS the user specifies it in their Requirements string in their JDL.

I think if you specify
APPEND_REQUIREMENTS = (ARCH == "INTEL") || (ARCH == "X86_64")
on the config of the submitter it will do what you want (although I haven't tested).
