IIRC, the DRMAA library we ship with Condor only has C bindings, not Java bindings.  If I am mistaken hopefully someone here will correct me.  There is a project on sourceforge that develops drmaa interfaces for Condor, you could look/ask there :

Also, you certainly can interface to Condor in pure java via Condor's SOAP API.  Just run the included WSDL files through Apach Axis and you'll end up with a java library that does almost everything the command line tools can do.
