Yes it is running and in the R state. I think since the program is
supposed to print out 2 files with large amounts of information that the transfer across the networks of the information could be the reason for
the slowness. Another quick question...What does LoadAvg represent and
tell you about the status of a job? (how fast it is loading or running?)

Are you timing this from when you submit to when it finishes executing? As Rob said it should be pretty much identical.

Can you put some details from the log files into this and then we can take a look.

The LoadAvg is a measure of how much work the processor has at that time, I think its a bit complicated but the long and the short of it is that its the number of processes in the wait queue to be serviced. Ideally, I think you want the value to be about 1.0. I'm not sure if this relates directly to Windows because my experience in Linux but I imagine its pretty similar.

If it's just a vanilla job, the run times should be approximately
identical with running it outside condor except for scheduling latency
(it can take a few minutes to start) and data transfer time (depends
on your network).

Does condor_status claim the job is in the running state (R), or did
it start then go back to idle?  Looking at the logs on the master and
execute node will probably give strong hints as to what's wrong.
