please, in your next mail, add a Subject: line, and don't do full quotes.

Your condor_config.local file is only read if
- it is referred to in the main condor_config file (macro LOCAL_CONFIG_FILE)
	with the correct path
- you restart Condor or at least condor_reconfig it

You won't need a local file if you tell Condor so, using the
REQUIRE_LOCAL_CONFIG_FILE macro.
