Almost, but not quite.  It needs to be:

RANK = 10*( 2*$(OWNERBOOST) - 1 ) - LoadAvg + 20

Note the "$(...)" around "OWNERBOOST".

And (as shown) you need to have "$(...)" around the "TEN"s.
