What's the value of PREEMPTION_REQUIREMENTS?
That can do it--if one user has got too high of a priority the other one
can come in and knock it out, unless you set PREEMPTION_REQUIREMENTS to false.

Does anyone know what might be going on? Do long-running jobs by default
become "evictable" after a certain timeframe?

We're running in vanilla, so evictions really suck since everything has
to start over...
