This service is not compatible with the previous stable versions, GT 4.0.x."

By the way, to enable useful GridManager logging, you have to  set the 
parameter GRIDMANAGER_DEBUG = D_FULLDEBUG in your Condor configuration.
(Also check the value of GRIDMANAGER_LOG to see whether you are looking 
at the correct log file.)
