Everytime I restart the Condor service
on Windows machines (using condor_restart command or net stop condor and
then net start condor) it takes about 5 minutes to start the other daemons.
I have not defined anything different
than the default configuration files installed by the install package.
I am not using VM and in the installation process I have not selected this
check box.

What kind of slow down are you experiencing?  Do
you have Java or VM
Universe configured on these machines?  Those two applications have
an
impact on how quickly Condor can start.
