Do you have a collector running on both machines?  Are both listed in the
COLLECTOR_HOST configuration?

both running condor_master, condor_collector, condor_had and condor_replication.

condor_status outputs HAD, DaemonMaster, Negotiator for 1st central manager, and HAD, DaemonMaster for 2nd central manager.

If it can be confirmed that the behavior is not expected, then Ill assume its a config problem and attempt some more config debugging =)
