has no one really an answer to this question? I would prefer that a
condor pool do not accept remote jobs while it has flocked jobs running.
How can I configure that?

I observed this behaviour during testing with Condor Version 7.0.1 and
think that it would be better if a central manager refuses remote jobs
if it has itself flocked jobs running .
