Hi Xiang,

Your job is waiting for the next Negotiation cycle to match a machine but command line condor_submit start a cycle immediately after the job submission by condor_reschedule.

But when job submitted through SOAP api this will not happen you should explicitly call condor_reschedule SOAP call to start a negotiation cycle.

I think this would help.

    Hi,

    Just compare the Requirements you are setting for the job both
    submitted
    through SOAP and command line. If it miss something add.
