The GROUP_NAMES attribute determines the order in which groups and are considered during negotiation. Each group is negotiated for until it is either at its quota or out of work to distribute. So if the groups are defined as follows, GROUP_NAMES = group_VOA, group_VOB, then VOA should receive all of the pool's remaining fifty slots. If the order of the names is reversed, then VOB would receive its allocation of twenty-five and then VOA would receive twenty-five as well.

The Negotiator just needs to be reconfigured. On the central manager, running condor_reconfig -negotiator will do it.
