Apologies I should have said condor_off -peaceful then when it seems to
have finished doing condor_reconfig then condor_on

This should only restart everything once all jobs have left the machine
(and it will not try to end jobs unlike graceful)

I think this should allow the slots to change cleanly

won't this kill (or chekcpoint) all jobs since the startd's will get
restarted due to the SLOT_TYPE changes I want to roll out?
