Don't think there is out of the box... However, note that condor_run is implemented as a small and starightforward perl script. It would be easy to add the above... look for the part in the script where it creates the submit description file and then add the entries to send email (see the condor_submit man page for the email options).  

If you add it in a general way (i.e. Via a command line arg or env variable, as is done for a few options in condor_run already), please send back your patch - we'd love to include it in future releases.  Contributions from the community - the power of open source!
