[Condor-users] limiting the number of jobs

We have several students who run jobs which have close to 1,000
arguments. Our cluster has close to 20,000 slots during night time. I
was wondering when they do a condor_submit file, is there a way to
restrict the user to only have 200 jobs running? Or would a quota be
the best thing to implement here?
