These particular WinXP PCs (in Korea) use a commercial local product firewall.
It has a "mouse-click-only' way to configure its firewall; so it needs manual
intervention by me.....
When Condor was installed for the first time, I did all the configuration.
After reinstalling, the firewall recognized that the same executables actually
were replaced and started blocking them....I then had to again enable the
firewall exceptions and I did not realize I had to do this again...
That was my problem.

Condor should be adding the rules to the firewall itself, I believe if you look 
in the master's log file, you should see it trying to do this.  Maybe it was 
failing for you?  If so, could you post the log messages?
