I'm sorry for being late to reply all of you.
 
Since we don't have many things to simulate this week, I can't test what you tought me.
 
I guess it's working properly how I intended.

I don't know if that is only true for Linux/Unix condor pools and considering my pool is all windows and is small, I haven't changed the setting since back then. After the problem was fixed in my systems I make sure to disabled PREEMPTION when I push my installation scripts.

PREEMPTION should be disabled as a default setting. I am not sure why its not.
