Hi Dan,

   Thanks for Replay. Very good suggestion.

  1) If I use accounting groups. Is there is any way to set the 
priorities for the groups pre-determinately. Instead of configuring rank 
expression in machine or using condor_userprio.

  2) My requirements is not to change priorities of the groups once set 
that is fixed. I have a doubt PRIORITY_HALFLIFE will affect my requirements.
