My experience is the DHCP service (as well as things like TCP/IP and DNS) announces itself as started even if the network isn't functional yet. I've had the Condor service depend on DHCP and it didn't really solve all my problems.
 
Maybe there are other ways to determine if the network is operational?

Hmmmm.... I wonder if it would make sense if the Condor MSI installer did this by default.  Even if folks aren't using DHCP, in general people don't disable or remote the DHCP service, right?  Just worried that doing the above may create more problems than it solves ....  Any opinions?
