Is it possible to disconsider this setting if the folder does not exist (the user does not use it)?
I am sure that the avoidance is to create the default folder, but this implies another thing the user needs to set even if it does not use this feature.

UW is distributing condor_config with "LOCAL_CONFIG_DIR  =
$(LOCAL_DIR)/config", which would explain the message. It should be
harmless if you aren't using the config/ directory.

The Red Hat distributed RPMs use LOCAL_CONFIG_DIR =
/etc/condor/config.d, and it is the preferred way to extend
/etc/condor/condor_config over LOCAL_CONFIG_FILE.
